On December 2, 2025, USCIS issued a new policy (Memo PM-602-0192) that immediately affects many asylum and benefit applications. USCIS+2Clark Hill+2

What’s Changing

  • All pending asylum applications (Form I-589) are now on hold, regardless of the applicant’s country of origin. EB5 Insights+2OISS+2
  • For individuals from certain “high-risk” countries (as listed in the prior travel ban), USCIS is also pausing other benefit applications, such as green card applications, renewal requests, travel permits, and more, even if they were filed earlier. OISS+2Clark Hill+2
  • In many cases, already-approved applications from people who entered the U.S. on or after January 20, 2021, from those high-risk countries, are being re-reviewed. AILA+2OISS+2

Why This Matters

  • This policy creates a freeze on many immigration processes, meaning delays are likely for asylum seekers, green card applicants, and others who were mid-process.

What You Should Do If You Have a Pending Application

  • Stay in contact with your attorney. If your case falls under the affected categories, you may get requests for more documents or an interview.
  • Be prepared for delay. Timelines that once seemed predictable could now stretch much longer.
  • Plan carefully. If you were expecting work authorization, travel permits, or green-card processing soon — factor in potential delays.
  • Stay alert for updates. This is a shifting policy; changes could follow as USCIS completes initial reviews.
